In 2023, in application of the Neo Terra roadmap and in anticipation of its evolution, Nouvelle-Aquitaine was the 1st French region to extend eco-socio-conditionalities to all voted aid for all its beneficiaries.
The principle: subject regional funding to environmental, economic and social criteria.
Companies, associations, local authorities, public bodies… can benefit from public financial aid on condition that they carry out actions in favor of sustainable development, or comply with social or economic principles and criteria, above certain thresholds.
NOUVELLE AQUITAINE GROWTH TOURISM
The region and its partners have created Nouvelle-Aquitaine Croissance Tourisme, a new investment solution for small and medium-sized tourism businesses.
Scope: investment in the real estate component of projects undertaken by companies in the tourism sector (accommodation or facilities) wishing to invest in order to reposition their offering to meet tourist expectations.
How? by strengthening the equity capital of VSEs and SMEs, by raising the necessary loans alongside them, by investing in the enhancement of their assets and by acting as a real estate agent.
Who is the fund aimed at?
VSEs and SMEs in the tourism sector with accommodation, leisure and visitor activities.
Characteristics of eligible projects:
- deployed in the Nouvelle-Aquitaine region
- supported by a VSE/SME
- accelerates business transition/transformation
- includes a real-estate investment of over €500k
- is based on a sustainable business model capable of consolidating and strengthening the company’s value
- is structuring for the region, repositioning the destination’s tourism offering for the long term
- is in line with Néo Terra, the regional blueprint for ecological and energy transition.

- Fond tourisme durable (ADEME): investment aid for accommodation and restaurant operators outside urban areas.
- Tremplin scheme (ADEME): assistance for tourism businesses located in urban areas (financing of studies)
- Heat fund (ADEME), circular economy assistance program (ADEME), training for accommodation providers (ADEME)
- BPI France diagnostics: EcoFlux (water, waste), Décarbon’Action (Bilan Carbone), Eco-conception and CSR support
- BPI financing: France Nation Verte

Territorial Accessibility Fund
To speed up the process of bringing public-access establishments (ERP) up to standard, the French Ministry of the Economy, Finance and Industrial and Digital Sovereignty is launching a fund to provide financial support for ERP equipment and work.
From November 2nd, 2023 to December 31, 2028, the Fonds territorial d’accessibilité (FTA) will enable the State to subsidize up to 50% of the cost of work and equipment to bring ERP into compliance.
The FTA has been allocated a total of 300 million euros.
France Numérique
France Num is the government initiative for the digital transformation of VSEs/SMEs, led by the Direction Générale des Entreprises. Set up with a number of partners, including Régions de France, all the French regions and a number of professional organizations, France Num aims to encourage the adoption and increased use of digital technology by small business managers.
By offering digital diagnostics and free training to VSEs and SMEs; by promoting best practices and making the France Num loan and practical resources available, France Num is helping to demonstrate the benefits of technology for the development of the French economy.
Regional aid
Limoges Métropole
Limoges Métropole supports real estate investments by tourism companies.
Sectors concerned: commercial accommodation, visitor sites (museums, animal parks, etc.), leisure sites and outdoor activities with a tourist dimension (equestrian centers, canoe rentals, etc.)…
Objectives: promote the upscaling of the region’s tourism offering and support environmental and societal transitions in the tourism sector.
Support :
- Work related to the construction, renovation or extension of buildings.
- Interior and exterior building improvements.
- Energy and water efficiency work.
Assistance of up to 20% of eligible expenditure excluding VAT, up to a maximum of €50,000 excluding VAT.
Charente & Limousin
Now united within the Syndicat Mixte Charente e Limousin, the three communities of communes, Porte Océane du Limousin et Ouest Limousin for the Haute-Vienne and Charente Limousine for the Charente, are working together to develop this territory of 73,000 inhabitants, a real hub between the conurbations of Limoges, Angoulême and Poitiers, in a coordinated and balanced way.
The Charente & Limousin syndicate is responsible for the decentralized management of European funds for the 2023-2027 period.
